Theta - Kappa - Tau (superscript) - C

The photo shows part of the reverse of a half-follis from the reign of Justin II (Sear 366) with the letters
         :Greek_Theta: :Greek_Kappa: :Greek_Tau:C
above the large central K
Could someone tell me what those letters stand for/abbreviate?

Many thanks. That probably makes sense in a strange inscription-y sort of way. I guess I was expecting the superscript-tau to represent some form of the definite article, which is all wrong.
