Valerianus strange bust

Hello.
I found this piece of Valerian I with a not so common decoration of the draped and cuirassed bust: there are 3 dots around the neck.

I found this type of bust in only others 3 antoniniani of Valerian (two are IOVI CONSERVAT).
What's your opinion?

For me, absolutly nothing particular. As you say those dots appear on other coins of same type for this emperor.
Those "dots" are common for emperors of third and particulay the fourth century. Im not sure that this a necklace or a part of cuirass.

yes. nothing of big relevance, but for Valerian I it's not so common.

We know that Roman soldiers wore fabric "scarves" under the armour at their neck.  This prevented chaffing from the armour.  One could assume that Emperors had rather fancy embroidered "scarves".  Not sure this is what is portrayed but it is worth taking into consideration.

Interesting theory. For me this is a necklace. We often see pearl necklace for emperors like Vetranio for example.
