Ancient Arabic coin?

This coin looks quite like some I have seen from Jordan and is concave.

The obverse has a possibly bare-headed male with a second figure behind, jugate style. The second figure looks to have a large hat. There may be some inscription at 12 oclock, looks like an R.

The reverse depicts a seated figure holding a branch in right and a tall staff/scepter in their left hand. Behind the seat is a cornucopia.

It is 19mm wide and weighs 3.7g.

Any suggestions would be appreciated!
