ID for Curious Belt Buckle, Please...

Copper alloy; Frame 35mm x 28mm / 7.0gm

Most likely not that old, perhaps 17th-18th Century? As seen in the photo, the prong left is missing?
But what is with the anchor shaped doodad seen on the reverse? I cannot figure out how this buckle worked.

I believe you are generally correct on the dates.

The doodad was inserted and sewn into the belt leather/fabric.  So imagine it is the start of the actual belt.
