ID for artifact with face, please

Copper alloy; 32mm/3.1gm

Eyes, nose, mouth, shoulders and wearing a funny little hat. Or, rather than a hat, wearing a hair band of some sort?

Nothing screams Roman, so I'm thinking Celtic.

Possibly a broken hair pin...or something completely different.

Any thoughts are, like normal, highly appreciated!

Not anything I have seen before.

SC:
Stylistically, Balkan Celtic - but likely Roman era I think.

Not sure of use.  Could also be a clothing pin, especially if pre-Roman.
