On vacantion in Albania in Gjirokastra I bought such a coin and I can t really recognize it? 16,6 mm

I am pretty sure I can make out the first part of the ethnic of Apollonia which would make sense since Apollonia and Dyrrhachium are the two most common mints in Illyria.

I started cleaning up because I wasn t sure what I see one the reverse ?
Now at least you can see theat it s a spear, and the letters are more certain .
I did a little resarach and I think I have the id. although I do not see the word ΔΕΙ on the obverse ? maybe it has worn out or is it a different variation ?

ps. what does the word ΔΕΙ mean ?

This is probably an abbreviation of the name of the magistrate responsible for this emission. You also find others on this type:
