XXX-NNN legend

Hello. Does anybody know the meaning of XXX-NNN on VIII-IX century follises from Leo III to Theophilus? Coins of previous emperors had regnal years there, but what these letters mean?

I think it is worth quoting Philip Grierson (excerpt from his book "Byzantine Coins" published in 1982). He writes about the copper coins of Leo III, on which first appeared meaningless XXX NNN:
