Hi, I am having a bit of trouble identifying this coin. I think I know what it might be but I would like to hear other opinions. Thank you for your help!

Is it Cons in the exergue? Could it be from Arles instead of Constantinople?

As you see above RIC number, it is Constantinople.
Arles used different mint marks.
