This is a "tied foot" type of bow fibula.
I forget the original German name. The name comes from the fact that the foot, or catch plate, is bent back in a wire form and tied around the mid-end of the bow.
They are found in iron and bronze variants. Going from memory they are late-Roman era (maybe 4th - 5th century AD but again this is from memory) and are associated with Germanic and/or Sarmatian tribal groupings not with Romans per se.
Nice to still have the wide bilateral spring intact.
