Certainly a Senate bust with IEPA CVNKLHTON-legend on the obverse and probably a Roma-reverse. Pergamon, Hermokapelia, Indi-Stratoneika, Aizanoi and other cities issued Senate/Roma-coins, some with the city name as reverse legends, others with QEAN RWMHN. I think you will have to help us with the reverse legend as I can't make out the letters on the pic.

Beginning with the brassy looking letter, I see K, then what looks like s then A or Pi IC, after that a T or Pi, but that's probably the turreted crown. The reverse

KsA[Pi]IC

Thanks for the information, it's probably not possible to pin it down further.
Still, here are a few enlarged pictures of the legend that's left.

I'm afraid I can't pin it down exactly, sorry.

I seem to read ... H EPI CT, suggesting the reverse shows also the name of a Strategos.

I found one of such inscription at Pergamum under Domitian in RPC II, with the name of the Strategos Kephalion (RPC II 923, QeA RWMH EPI CTPA KeFALIWNOC), but, obviously, i can't be sure that is your coin.

The coin is also on coinarchives:
