AE26 of Trajan Decius, Nicaea, Fortuna or Tyche

I have identified this coin as above (7.8g),  GMECKV [ ] OVDEKIO / N - IKA - EWN, but couldn't find a match online.
Also could someone tell me if this is Fortuna or Tyche? I've seen this figure with rudder and cornucopiae described as both.

I think it is Herennius Etruscus, not Trajan Decius, obverse legend reading G MECC KVINT DEKION K or similar, SNG Leypold I, 197, Wadd. Rec., 757.

I'd call the reverse deity Tyche as Nikaia was a Greek city.
