Byzantine Coin ID help

Byzantine coin, recently cleaned from a stash of mostly late antique Roman bronzes. I could use some help identifying it. The pictures don't quite do it justice, but from what I can see, front-facing cuirassed bust with shield (and standard?) and cross; reverse appears to be an angel or the Virgin Mary, with letters "IC NC" with horizontal bars over the letters.

Justinian? Maurice? Tiberius II? Philippicus Bardanes? Phokas?
Dimensions:
Across 16.5mm
Vertical: 13.4 mm
