Hi Young,

I think the reverse depicts Homonia holding a patera over an altar and a sceptre.

Among the cities that issued those types of coins (Homonia on reverse, similar reverse legend, etc.) are Moesia, Tomis and Ionia, Metropolis. Tomis coins have similar letters in the reverse fields  (:Greek_Delta:, etc.), but Homonia is holding a cornucopia instead of a sceptre. On Metropolis coins, Homonia is holding a sceptre, but those letters don't appear in the reverse fields.
