ID for Water Fowl artifact, please?

Copper alloy; 45mm/28.8gm

Ground-found near an ancient Celtic settlement, it could be either Celtic or Roman.

As seen in the photo, a water fowl with two rings about the neck and a concave depression below.

Most likely, it was applied to metal vessel of some sort, but what is the question. And why the rings about the neck?

Anyone? Help!

My guess is Celtic.

Maybe the rings/torcs indicated it was supposed to represent a god??
