Copper alloy; 50mm/15.8gm - one end broken

Odd looking, isn't it? Pretty sure it's lion as it has a mane. As seen in the last photo there is a small rectangular cut out
below the muzzle.

Could be Roman, but perhaps much older? May this have been a brooch or something completely different?
