Not sure if this a belt, baldric or harness mount.  ???

Yes.

Impossible to be entirely certain.  The size fits horse harness perfectly.  Some larger ones (60-80 mm) are known which are though to be baldric phalerae.  But that implies that smaller ones might have been on other parts of the baldric too.  Not known as an official belt plate type but it appears that almost anything goes on belts.

Personally I would call it harness+.
