Ottoman-era women's clothing accessory.  They went on the front of a wide belt/girdle (and maybe other uses).

They were very common in folk costumes when I was in Bosnia.

Try searching 17th-19th century Bosnian folk costumes.

I took a look on de www, after your message, SC and, indeed, you find them in the entire Balkans traditional costumes exactly like you wrote it, as belt buckle for women.
Here is an exemple from Bulgary:
