Philip AE 26 mm Viminacium with bull and lion but reverse with Emperor.

I found may be such coin here:

Philip standing to the left between a bull (left) and a lion (right). In his left hand he hold a spear and on his right hand a globe. On the globe stands a small figure of Victoria who is presenting a laurel wreath tot the emperor.

How rare this coin?
