Licinius II, Valerian I/II or Valentinian I?

Hi!

Would this be Licinus II, Valerian I/II or Valentinian I? I believe it not to be Licinius I as the bust don't resemble. I can't find any other obverse match starting with VA... Thereby:

Obverse: VA...
Reverse: ..TO... (possibly TOB or TOE or TO?)
Size: 22 mm
Weight: 5 g.

Or is it something else? Any suggestion welcome.

I am astonished, much appreciated the experience, you are very right. Also the provincial origin makes sense.

Now it can clearly be seen:

Obverse: IVLIA AVGVSTA: Draped bust right
Reverse: MVNICIPI STOBENSI: Nike standing right, foot on globe, holding stylus and shield set on knee.
