Perhaps because it is a provincial coin with Greek, not Latin legends?

Thanks for the suggestion of Julia Domna. I checked the references regarding the provinces and found out that it is her. As the names are written differently in the different provinces the coin is most likely from Moesia Interior or Thrace. Thereby:
Obverse: IOVLIA ΔOMNA CEBA: Bust of Julia Domna, hair elaborately waved in ridges and turned up low at the back, left
Reverse (possibly): Nike walking left, holding wreath and palm.
