Unidentified Lead Hanger or Badge? from Caesarea Maritima

Hi all.  Here is a strange lead object from Caesarea, perhaps some type of badge or strap hanger?  I have looked at the Numiswiki Military Belt page, and RomanLegions.info with no luck.  There is space on the back to hold a 2-3mm thick layer of material if the lower portion was indeed originally folded up against the top portion.  It is hard to be certain, but the metal definitely shows signs of stress and displacement.  Any ideas on date and function would be appreciated.  Also any corrections or additions to my descriptive terms.  Thanks, Jimi (V-drome).

Uncertain Date
Cast lead sheet with tri-corn top, two
suspension loops, and a rosette of
seven pellets around a central dot.  The
lower half has three vertical elements of
thicker dimension, and may have been
folded up behind the top part to clamp
on something originally, but that is not
certain. The function or purpose is unknown.
4.05 x 2.65 x 0.15cm. 8.49gm.
