       Victory inscribing shield set on cippus, foot on helmet

Strack, Trajan, p.107: "A depiction which points to the end of a war or a campaign after a gained victory here as well as similar on the Trajan's column after the termination of the first Dacian war."(Curtis Clay)  

Pat Lawrence: It's the type of "Victoria of Brescia". And she is a variant of "Aphrodite of Capua". It is suggested that the "Victoria of Brescia" originally was a Venus too, whom were added wings later. And that is the reason for this half-nude erotic depiction.

2 Victories is actually surprising!

You can find nice Victories in provincial coinage too. Here 2 types from Nicopolis ad Istrum:

(1)
Moesia inferior, Nikopolis ad Istrum, Caracalla, AD 198-217
AE 28, 13.09g, 27.80mm, 30°
struck under governor Aurelius Gallus
obv. AV.K.M.AV. - ANTWNINOC
       Bust, draped and cuirassed, seen from behind, laureate, r.
rev. VPA AUR GALLOV NIKOPOLIT. / PROC ICTRO      
       Nike, winged, in slow biga advancing r., holding reins in r. hand and in raised l.
       hand wreath and palm branch.
ref. a) AMNG I/1, 1546 var. (1 ex., Rollin, wreath not mentioned)
      b) Varbanov (engl.) 3093 var. (has ICTRW in ex.)
