AE 17, founders plowing, which emperor?

Hi all,
this coin (AE17) seems to have the usual founders plowing right reverse, but who is the emperor on the obverse?
I could not find a match.

That's a tough one! The portrait looks a bit like Hadrian, or even Vitellius, but that's just guesswork. Maybe some cleaning would bring out the legends more clearly?

Probably Titus as Caesar, Tyre, RPC 2045,
IMP T CAESAR AVG F / COL IVL AVG.

However that coin is AE 22-3, 10-16 gr., so we may have to look further!

The legends are actually better in the picture, in hand they're very faint, cleaning would not make it better.

I can not make out any letter with certainty but I just can't see the IMP T CAESAR. For what it's worth the portrait looks like a slightly heavier Hadrian to me, but I'm not familiar with either Titus or Vitellius.
