Viminacium,

These are Danubian Rider lead votive plaques.  They come mainly from the middle Danube region.  They contain cult symbols of the so-called Danubian Riders cult though they are not necessarily associated with any particular religion.  As they have no sign of fastenings they were likely carried in pockets or pouches.  They date to the 3rd century AD.  there are many fakes around.
