IMO not Thessalonica, I see river-god swimming.
Maybe Samosata or Diocaesarea?

Yes, the  :Greek_Lambda: in my reading does look more like a  :Greek_Mu:, and  :Greek_Theta: is probably a  :Greek_Phi: That woud make it  :Greek_Phi:  :Greek_epsilon: C C  :Greek_Alpha: :Greek_Mu: :Greek_Omicron: [..]  :Greek_Omega: :Greek_Nu: :Greek_Alpha: [.]. I've checked Samosata, Samos, Samothrace and  Diocaesarea with no luck.  I'm equally confused with this deity.  Head of Anubis? Any ideas?

It's a different coin when picture is taken from straight on and lighting is not directly from the side.  Definitely Thessalonica.  THESSALON..EWN.. Nike standing l. on table/river-god? with agonistic urn containing palm?  I'm only finding  two types for Philip II on acsearch and BMC. Is this a new type?

Indeed. Varbanov has 2 coins with this Nike type
(4738 & 4739) with different obverse legends.
Nike adv. l. holding 5 apples and palm, at her feet prize urn.
