Tiny late roman to identify

Dear Board:
Please help me identifying this tiny late roman, it is 11mm and 0.68 grams, from Constantinople mint.

SALVS REIPVBLICAE Victory advancing left with trophy, dragging captive.

Can't tell exactly which Emperor but the placement of the obverse lettering (-VS PF AVG) makes it likely Arcadius or HonoriusArcadius is much more likely as it was struck for him at Constantinople 388 to 395, while it was only struck there for Honorius 393 to 395.
