It does look Ptolemaic like it could be one of the Cleopatras but these pictures are really
almost useless.

This looks like a cast fake.  The coins of Cleopatra VII with her name on them also have has your bust facing right on them.  Your coin does not have her bust on it.

It is a bad cast fake, you will not get any other opinions than that.

And compare the image below from Wildwinds.

This is a struck coin: I'm sorry, but yours is definitely a cast copy of a forgery of this type. The shape of the head and the relief are wrong, there should not be the strong outer circle round the eagle on the reverse, and there are other things wrong as well.
