The 3 arches are on the NE end of the Palatine and are part of a Neronian buttress system that was covered and went to the Doums Aurea, what a find!! late 60's A.D.?  This is awesome stuff, Nero's House extended further into Palatine area than thought previously.

Although it is very cool, it is nothing new... The line of arches was already described and reconstructed as part of the Domus Aurea by Boise Van Deman in 1923, the excavations of Clementina Panella (and others) only brought further remains to light. But we knew they were there.
It makes me think of the so-called Lupercal that was "discovered" a couple of years ago with loads of press attention, while the exact same structure was already described over 100 years ago by Lanciani and Boni.
