Looks like a modern cast fake.

I would agree.  It still amazes me that anyone would fake coins like this.

Even if such coins were real and not cast fakes, in such conditions and harshly cleaned they wouldn't be worth more than a couple of $$. Why produce such fakes, perhaps the tourist souvenir trade?

I've got one that looks about the same with a completely round edge like a modern coin. I didn't even notice at the time, I just picked it out of the junk box, because it was 'nicely centered'.  :-[  ;D
