Reading the legend from left to right: DN IVSTINIANVS PPAVI. So this is a follis of Justinian I

This is an early Justinian I mint (in 527-537). Half follis minted in Constantinople. Officina  :Greek_Delta:. After 537, all of his copper coins were redesigned.
Similar coin, but officina  :Greek_Beta::
