crusader? city coin

I have attached scans of a medieval city coin that I have not been able to ID. One side has the legend W.DEI.GRA.REX around a center circle with an cross within. The other side is a little indistinct but appears to have the legend OHIETA.CIVITAS around a center circle with an indistinct pattern within. The coin is 22.3mm and weighs 2.5gms. It appears to be bronze or billion.
