Possibly the system overwhelmed the coins? And there are a few kinks in the system. For example, he lists Sicinnius Clarus as a magistrate at
Hadrianopolis, in the section on
reverse legends (Clarus' only entry there), with no hint that he was governor of all
Thrace, with
his name occurring also on the reverses of the other minting cities.
