Coins of England fakes?

A person on eBay is selling 2 coins, both gold solidi. 
One is almost identical to a coin already in the fake coin database, and another is certainly suspect.

Below is the coin that I think is a match to one we already have.

Is this coin a fake?  Can I create my first fake report and get Coins.of.England in the fake seller list?

Yes, the Theodosius is a fake (BoC 21 (1996/7), p. 29, no. 6).  Someone else is trying to sell the same fake type on eBay right now.

BTW This is a late Roman coin, minted in Constantinople, not from England (the other one's Byzantine, same mint).
