Is it Athens? AE help to identify

I bought this because I lacked an AE of "Athens New Style" of the post Sullan era.

It is hard to photograph but I'm not sure it is Athens

At around 9-10-11 O'clock on the reverse is an inscription that I and a magnifying loop haven't the imagination to identify.

I have looked in Kroll "Agora" 1997 but that inscription gets me.

The obverse is ?

7.36gm   17mm

In the Berlin collection there are some specimens where the ΠPIH is positioned at the same spot beside the owl's head as on the coin here:
