I'm pretty sure it's not Nabatean. But I don't know what it is either.

Looks like an imitative coin, possibly of a Hercules reverse?

I am fairly certain it is Indo-Greek or from one of the successor cultures.  It might also be an imitation of an Indo-Greek coin.  I will have to check my references later today to be certain.

Mitchiner lists thes as local imitations of Kujula's coinage struck between 40 to 60 AD.  It is listed as Mitchiner 2904 ff (Ancient & Classic World).  He calls it an AE Tetradachm, with a weight starting around 5 grams and dropping to 1 gram over the series.

Kujula Kadphises was a Kushan king.

The obverse has a diademed bust right with a corrupt Greek legend.  The reverse has Hercules standing facing, holding club and lion skin with a Karosthi legend.

Very interesting!  I have never seen a Kushan bronze.

This is not a Kushan coin but an imitation of one.  The Kushans basically had a two metal system, gold and copper.  The copper coins are very common.
