Justin II double strike

This doble strike looks to me an ANNO IIII over ANNO I
Are there both layers Justin II? It looks like this to me. Why would it be over stroke like this?

Great coin! I think the overstrike coin is Heraclius and Heraclius Constantine but there seems to be multiple strikes so it is very complex.

If you want specific information, so your follis was minted in the fourth year of the reign of Emperor Heraclius (613-614). Here you see Heracleus with his young son Heracleus Constantine. This follis looks like this:

And in the form of a coin blank, the old emperor Phokas follis, the deposed predecessor of Heraclius, was taken. It was a follis minted in Constantinople in the first year of the reign of Phokas and Empress Leontia (602-603). And this coin looked like this:
