Horn Silver or oxidation, Probus Silvered issue

I just finished this coin yesterday, I was really pleased with how stable the silvering was. All the soft dirt came off easily. That said, it looks very mottled which obscures the design. Is this hornsilver or oxidation? Should I try to make it shine? If so, what would you recommend?
Looking for more underpriced uncleaned coins. Let me know if you find them.
