Is a layer silver chlorid (horn silver), find patina?
His other coin has silver chlorid, too.
It can be removed with either sodium thiosulfate or ammonia but under silver chlorid is very often corrosion or heavy corrosion and this substances can remove oxidation layer and a little bit of silver, too.
I do not like silver chlorid and I always remove it but I only buy coins where I think that there is almost no corrosion under silver chlorid.

I had a coin with similar patina/horn silver. I soaked in distilled water and a bit of lemon juice and then cleaned with a Q-tip. Perhaps it could have used a few more soaks, but I was afraid it would take off too much patina/toning.

Thanks everyone  +++- Although sometimes risky, the payoff can be satisfying.  I used the same method for a Caracalla with hard encrustations and no horn silver. However, I did have to use a wooden toothpick and cleaning pencil. I started this hobby by doing classroom projects of cleaning old Romans - so I've become somewhat confident in my skills. A soak in distilled water wouldn't hurt Julius at all.
