The inscription reads 'Utere felix' - use [ie, wear the ring] with happiness'. Could have belonged to a soldier, but no way to be sure.

Belt sets with VTERE FELIX spelled out on them in bronze letter-plates were common among Roman soldiers in the 190s - 220s AD (some finds continue to after 250).  They also appear as FELIX VTERE.

The above link goes to an image of the letter E from one such set.  The loop at the bottom was part of the system for hanging the dagger.
