The Obverse legend is AV CO TRO
The Reverse legend is COL AVG TRO
They look like slightly different abbreviations of the same message.
Augustus Collegium Troas
and
Collegium of Augustus Troas?

Colonia Augusta Troadensium.

Do you have a source for legends or do you just know them?
I know of and often use this site's Dictionary of Roman Coins. It just didn't help with these legends.

Alfred R. Bellinger, Troy - The Coins, p.109:
"I shall not attempt to record the placing of the reverse legend, which is regularly some abbreviation of COLONIA AVGVSTA TROADENSIVM until Caracalla, when it is COLONIA ALEXANDRIA AVGVSTA."
