UNLISTED FOR RULER. RIC lists this issue only for the Augusti: Diocletian and Maximian Herculius (p. 532). Footnote 1 on p. 531 reads as follows: "It seems probable that the production of fractions falls into two stages: officinae A to Є strike for the Caesars, but never ς, though ς strikes for the Augusti, and it therefore looks as if the Caesars are included in the first phase (even though they are absent from the first follis issue), but not in the second". This hypothesis is briefly repeated in footnote 1 on p. 532, but the existence of specimens from officina ς struck for Constantius and Galerius Maximian makes it pointless. Coin should be listed after HERACLEA 22.
