Note that there is an error in description given in RIC: "VOT X (or X • X)/FK in two lines in wreath". FK classified earlier as mintmark is than counted as "line" and break slash between VOT and XX is omitted. See also: Corrigenda to VOLUME VI, p. 427 [2].

UNLISTED OBVERSE LEGEND - [?]OCLETIANVS AVG. RIC lists for this issue only legend IMP C DIOCLETIANVS P F AVG (p. 425) so although the beginning of the legend is unreadable, the lack of P F makes it unlisted. The beginning could be "IMP C DI-" or even IMP C C VAL DI-"; there is enough room for it. General note about this issue from p. 415: "The celebrations of 303 produced also an ample issue of fractional radiate coins of c. 3.0 gm., with dies ↑↑ or ↑↓. Their reverses are VOT X (for the Caesars) or VOT XX (for the Augusti), and they are all signed FK = Felix Karthago: no officina is indicated". Coin should be listed after CARTHAGO 37a.
