As discussed in the Byzantine forumThese are the "neatly clipped" trachies.
During the reign of Manuel I the silver content of the trachy was dropped from c.6% to c.3%, but later types were sometimes issued with the higher silver content.
In Alexius III's time these high silver types were clipped down to half size, probably officially, presumably so as to match the lower silver content of the later issues.
Of course this would only have worked as long as the populace accepted the idea that the clipped coins were all high silver versions to start with. Once smarties started clipping ordinary coins these types would soon have have fallen out of favour and been withdrawn.

During the reign of Alexius III were reused coins of previous releases, clipping its border in a very regular mode and thus reducing to half their weight. Regularity of shearing and the fact that they were found to stock uniforms, suggesting that this clipping is a formal issuance of mint. Based on the stocks found in Constantinople , some of which consist only of clipped coins, it may safely be dated between 1195 and 1203.
Hendy and Grierson believe that this shearing was a consequence of the devaluation of trachy mixture during the reign of Isaac II and Alexius III. They reduced by half the already low silver content of this coin: shearing coins of previous emperors, still widely in circulation, made their trachy consistent with the intrinsic value of current emissions. Of course, this does not justify the clipping of coins already degraded of Isaac II and Alexius III. Therefore, reason for their declassification is not understood. I think that reason of Ross is right!
The structure of their dispersion in hoards indicates that, however, were made after the other emissions. Clipped trachys appear in small amounts along with regular trachy in hoards, represents a rarity. Were clipped trachys of Manuel I, Andronicus I, Isaac II and Alexius III, and perhaps of John II; those of Manuel are less scarce. In principle, we must believe that all trachys after Manuel I have been clipped, although many have not yet appeared.

Manuel, who was influenced by his contact with western Crusaders, enjoyed the reputation of "the most blessed emperor of Constantinople" in parts of the Latin world as well. Modern historians, however, have been less enthusiastic about him. Some of them assert that the great power he wielded was not his own personal achievement, but that of the dynasty he represented; they also argue that, since Byzantine imperial power declined catastrophically after Manuel's death, it is only natural to look for the causes of this decline in his reign.

Rev: Hullide Mülkühü [an abbreviated form of Halledallahü Mülkehü used on smaller coins = God protects the ruler’s property] in upper semicircle / Duri be Edirne [= minted in Edirne] in lower semicircle, all within an encircling line and pearl border.

The word “akçe” is derived from the Greek aspron (= white), the name of a Byzantine silver or billon coin, that was current in the region that eventually became the Ottoman Empire. The akçe is therefore sometimes called “asper” in English sources. When this coin was minted, there were 260 akçes per 100 dirhams and the nominal weight of the akçe was 1.18 gr. Pamuk, Sevket. This identification is not certain, but I can’t think of a more reasonable suggestion. The distinctive feature here is the plain halo surrounding the bust of Christ rather than the standard nimbus cruciger. In spite of that peculiarity, this looks more like an official rather than imitative issue, perhaps with an incomplete or blundered obverse die.

The coinage of Theodore Mancaphas was first published in 1967 – although unattributed – and has been assigned to various rulers by some (see DOC pp. 393-395 for alternative attributions and Philip Grierson’s sound rejection of them). Indeed, we are explicitly told by the contemporary historian Nicetas Choniates that Mancaphas struck coinage with his name and image (although he states, surely incorrectly, in silver – with only electrum and highly debased billon issues surviving today).

The reverse legend, particularly clear on the current specimen, can be expanded to Θεόδωρος Βασιλευς Μαγκαφας. The use of basileus in place of despotes is remarkable for the time. Mancaphas (from the Turkish mankafa [“crazed”] was the (unflattering) family name of Theodore, one that his opponents whom were aware of the meaning must have found to be entirely appropriate!
