Hadrian visited Gaza more than once, and it was upon such a visit in AD 128 that an additional reckoning date, that of the επιδημία (imperial visit), was added. During one of his trips the great temple of Zeus-Marnas may have been founded, as it first appears on the coins of Hadrian.

M & M cites Trell 247, 79 in addition to confirming my attributions above.
The legend is slightly different from the British Museum specimen (=#230). I think this reverse die is more common. Placement of kappa in relation to central tower is an indication of die.

Information from Forum purchase:
This reverse is known for Septimius Severus from Moushmov 6737, but it is not in the plates. Varbanov lists the Severus coin (4351, referencing Moushmov, printed in 1912) but apparently never having seen an example, he was unable to identify the diameter and did not list rarity. Our coin, entirely unpublished, has this extremely rare war god reverse inappropriately on the reverse of the empress

Possibly the first specimen to come to light of this potentially unpublished variety was in Münzen und Medaillen 15 (21 October 2004), lot 842 (later sold by Jean-Pierre Righetti in CNG E-222, lot 307). Unfortunately, this piece was clumsily tooled, an observation made possible by the fact that both coins were struck from the same die pair. It is therefore uncertain if the monogram can be rendered as “CTPA” since on the present coin it appears a bit differently.

F/about VF
Because Aquarius is standing on a column it is probably a monument. Such is not known for Aquarius but for Marsyas as symbol of a Roman colony. But this is not proved for Edessa (Hill).
The Aquarius could be the river-god Skirtos, today Daysan river.

This rev. is known for Tranquillina and occurs too on coins of Carrhae.

The rev. shows the statue of the Sandal Binder of Lysipp. Sometimes called 'Jason' or 'Cincinnatus' in error. The correct interpretation as Hermes based on the description in the Ekphrasis of Christodoros of Koptos.

Atargatis was the chief goddess of northern Syria in Classical Antiquity. Ctesias also used the name Derceto for her, and the Romans called her Dea Syriae ("Syrian goddess"). Primarily she was a goddess of fertility, but, as the baalat ("mistress") of her city and people, she was also responsible for their protection and well-being. Her chief sanctuary was at Hierapolis, modern Manbij, northeast of Aleppo, Syria.
