The coin could be that of Tiridates I who also ruled for a few months in 26 BC. The features of the king on this coin are much closer to that of Phraates than of much rarer Tiridates I according to a reclassification of Sellwood types by deCallatay and this is the most believable. The lower lines of the inscription would also settle the issue but are lost on this coin.
Early coins of the Parthian empire showed strong Greek empahasis on classical Greek forms and humanism which is gradually lost as the empire matured and finally decayed. The coins become schematic and emphasize suface ornament rather than sculptural quality. One senses from the portrait of Phraates that brutality was a prerequisite for Parthian kings who routinely bumped off fathers and brothers in their rise to power. Like the Spartans, they had a powerful empire in their time but its contribution to civilization was limited in the long term.

It becomes more and more difficult to assign denominations to Parthian bronzes. What is described as a tetrachalkous in Sellwood no longer meets the weight requirements and should be a dichalkous. Shore avoids the dilemma by using the approximate diameter of the coin for identification: AE16 in this case. I will follow his example in the following postings.

According to van't Haaff, the differentiating feature for Phraates' coins is the decoration of the tiara with one or two pellet-in-crescents. He notes that this feature is not always visible, and assigns to Phraates all coins with the eagle reverse type. He describes the bust in Type 14.2 as wearing tiara and dotted rim, one or two diadem bands below tiara with two pellet-in-crescents. None of these features are not visible on this coin, on which the bust appears to only be wearing a diadem.

Rev.: Plain diadem of two bands with fine lines, pellet border.

The obverse bust most closely resembles Prince A (late 2nd to early 3rd centuries A.D.), van't Haaff 19.1.1-1A, whereas the reverse mirrors Phraates (early-mid 2nd century A.D.), van't Haaff 14.4.1-2). Due to the decades between these rulers, the coin is probably not a mule. The coins of Phraates may have remained in circulation during the reign of Prince A, and beyond. The coin is probably a contemporary regional counterfeit inspired by the Phraates reverse. However, the diadem on the reverse is a reference to sky god Bel, and the possibility that the coin is an unrecorded official coin, issued by Prince A with the revived iconography of Phraates, cannot be excluded.

Abgar was king of the kingdom of Osrhoene at the Upper Euphrat in Mesopotamia, situated between the Roman and the Parthian empire. The inhabitants, the Orrhoei, were relatives of the Nabataeans. Their capital city was Edessa. This name has been given to the city by Seleukos I Nikator referring to the capital of Makedonia.

The Italian slave girl Musa came to Parthia as part of a peace deal between the Emperor Augustus and King Phraates IV in 20 BC. She bore him a son, Phraatakes, and soon rose in his favor from concubine to queen. To rid herself of competition she persuaded the king to send his other sons to Rome for safety. In 2 BC she and her son poisoned Phraates IV, and Phraatakes became king. Much to the shock of the Romans and Greeks, she proceded to marry her son and became co-ruler but the blissful arrangement lasted only six years. The disgusted Parthian nobility deposed the couple in 4 AD. Phraatakes escaped to Syria were he died soon after. Musa was never heard of again.

Orodes was a son of Phraates III, whom he murdered in 57 B.C., with the assistance of his brother Mithridates III. In the power struggle that ensued, Mithridates allied himself with Rome, but was captured and slain in 54 B.C. In 53 B.C., Marcus Licinius Crassus invaded Parthia in belated support of Mithridates, but was defeated at the Battle of Carrhae and killed. His severed head was presented to Orodes II during a performance of Euripides' tragedy, The Bacchae, where it was used as a prop, carried by one of the actors in the play.

It does seem to resemble coins of Orodes II, Phraates IV or thereabouts; they issued a chalkous of similar size; and the reverse seems a good chance.

King Orodes II of Parthia (also called Hyrodes) ruled the Parthian Empire from 57 to 38 BC. He was the son of Phraates III, whom he murdered in 57 BC, assisted by his brother Mithridates

As a minor son of the Great Mithradates, Phraates II began his reign as a co-ruler with his mother, Riinu. The scanty evidence from this period reveals Phraates’ preoccupation with fighting the Seleukids under their king, Antiochus VII, in the west and the Sacae in the east. However, the presence of silver and copper coins from Susa indicate that he began his rule consolidating Parthian hegemony in Elam; a task that had already started in the closing months of his father’s reign. Although successful against the Seleukids (see below), his struggle against the Sacae was a protracted and severe conflict which began favorably but ultimately concluded in his defeat and death (from CNG).

Antiochos Euergetes (“the Benefactor”), nicknamed Sidetes (“from Side”), is said to be the last effective ruler of the Seleukid Empire. Starting 138 B.C., in beginning of his reign, he briefly restored much of the former territories of Babylonia, Mesopotamia and Media that had been lost from the Parthians and killing the aging Parthian King Mithradates I in the process. However, Antiochos was killed when the Parthians under the new king Phraates II ambushed him in Media nine years later. Some said he committed suicide to prevent his capture.

The coins of Antiochos are relatively common. Most in the series follow a very precise but monotonous design. Surprisingly, this type of coin didn’t follow that norm. It could be surmised that fine-style coins of Antiochos were created during its greatest territorial extent mimicking the earlier portrait coins of Alexander the Great, showing renewed confidence and power of the king and empire. The reverse of the coin with Athena Nikephoros alludes to the victory of Antiochos over the Parthians. Undoubtedly, the engraver of the dies who created this coin was an accomplished artist attempting to uphold and maintain the artistic ideals of Hellenistic civilization in its waning days.

Antiochos VII was called Sidetes because he was reared in the Pamphylian
seaport of side. He was the younger son of Demetrios I. his elder brother Demetrius II was captured by the Parthians. He undertook the reconquest of
Palestine, he besieged and captured Jerusalem. ( 134 BC).
Ultimately the ruling high priest John Hyrcanus accepted seleucid suzerainty,
though retaining autonomy with respect to internal affairs.
Antiochos temporarily recovered Babylonia from the Parthians, but while
wintering in Media he was caught off guard by a native revolt coordinated
with an attack by the Parthian army. He was vanquished and killed by
Phraates II. His body was returned to antioch in a silver casket, but his son Seleucus was kept as a hostage at the Parthian court.
These events marked the permanent loss of the eastern Seleucid empire.
