Bust of Septimius Severus wearing a paludamentum
In Republican and Imperial Rome, the paludamentum was a cloak or cape fastened at one shoulder, worn by military commanders (e.g. the legionary Legatus) and rather less often by their troops. As supreme commander of the whole Roman army, Roman emperors were often portrayed wearing it in their statues (e.g. the Prima Porta Augustus) and on their coinage. After the reign of Augustus, the paludamentum was restricted to the Emperor.[citation needed] Children would also wear it sometimes, when there was bad weather and they needed protection.
The paludamentum was generally crimson, scarlet, or purple in colour, or sometimes white. It was fastened at the shoulder with a clasp, called a fibula, whose form and size varied through time. Putting on the paludamentum was a ceremonial act on setting out for war.okidoki

Khorasani (Arms and Armor from Iran), Fig. 26, p. 61
Medvedskaya ("Iran: Iron Age I"), Fig. 9, VIII
Description:
Concave edges in upper part of blade that become sharp spikes on either side of a short tang. While some sellers have listed this rare type of ancient Iranian blade as a spearhead, researchers usually call them daggers (Medvedskaya, “Iran: Iron Age I”, p. 75). This type has been excavated from tombs in and around Amlash in NW Iran, and is datable based on adjacent fibulae.

ANTIQUITIES, ROMAN, Bronze Fibula, c.A.D.200 - 250.Roman Bronze Fibula, c.3rd century A.D.
A nice bronze fibula with what seems to be the original pin.
This is an early version of the Crossbow Fibula. It is hard to be sure of the exact type without seeing the head in more detail. It looks like it is hinged which makes it a "short-arm T-shaped" variant, but the tall narrow bow looks more like a type usually found with a spring instead. Overall dates to circa AD 200-250 and I would guess Pannonian area.
It is very interesting because on the other side there is a slot to insert the pin, something I haven't seen on a fibula like it is on mine.

"it is a very interesting piece, as the type is known as fibula only, but belt mounts were unpublished yet, as far as I know. The fibulae I know are from Germany, and I - and the peopel I asked - do not know this type from the Danubian region, or from the Balkans, which territories are quite rich in military stuff.

"They are listed as late Hallstatt, from the Hallstatt D3 period which is just before the La tene era. So circa 500-450 BC.
They are simply called Hallstatt era Crossbow fibula with foot knob (Armbrustfibeln mit Fusszier).
From what I can tell yours is Mansfeld Type F3 (based on the knob configuration).
