Cast Byzantine Bent-foot Fibula, decorated with lines, It has iron spring and pin, which are missed. It had three faceted copper-alloy knobs - one at the head of the bow and one at each end of the spring.

Found in the northern Balkans; northern Bulgaria, northern Serbia, southeastern Hungary, Danube mouth, and Moldova. "They are listed as late Hallstatt, from the Hallstatt D3 period which is just before the La tene era. So circa 500-450 BC.
They are simply called Hallstatt era Crossbow fibula with foot knob (Armbrustfibeln mit Fusszier).
From what I can tell yours is Mansfeld Type F3 (based on the knob configuration).

It is actually an Aucissa variant as the bow differs from the regular Aucissa one. It is not another type under the Aucissa group, like Bagendon, it is clearly Aucissa type but a variant. The bow appears to be U-shaped in cross-section not the standard flatish bow with central ridge.
Some Aucissa fibulae have a word moulded on the head, above the hinge. These are thought to be the name of the manufacturer, as is the case with the name found on the base of Roman oil lamps. The most famous name is "AVCISSA" from which the type-name is derived. The AVCISSA workshop was located somewhere in northern Italy though is likely a Celtic-derived name. Other names are found, especially on Aucissa Fibulae from Pannonia.
In addition to the standard type with flat ribbon bow with several parallel rides running down it there are variants with half-round cross-section bow usually with a single line down the middle, with a very narrow half-round cross-section bow, and with a fully round cross-section bow. However, all of thee variatios share the same form of head and foot and the high arch of the bow.

These "hinge-headed enamel brooches" or "hinged enamelled bow brooches" were studied by Kurt Exner in 1941.
This example is Exner type I.3.b
(I is for enamelled bow brooches, as opposed to plate brooches; 3 is for the trapezoidal bow; and b is for the variant with animal head shaped foot).
The type may have originated on the Rhine limes but is found from northern Britain to the middle Danube.
Hattatt's dating is too wide. This is the problem with that Hattatt book which only groups the fibulae into broad types and gives them general group dates and no distribution info. There were more details in Hattat's first four books but they are impossible to find.
In any event these enamelled bow types were not introduced until the late 1st century AD and many not until the 2nd century. They were used into the 2nd half of the 2nd century AD.
It is unlikely to be a turtle. These plate fibula with the animal head may not have depicted any specific animal. In any event the same head style was used on fibulae of many different chapes and on Roman and Germanic buckles as well.
