TRANQUILLITAS, tranquillity, an abstraction personified for the first time on coins of Hadrian and Antoninus Pius. She is shown with the attributes which seem to hint at an association with the grain supply, a rudder and ears of grain, sometimes a modius or a prow, therefore related to ANNONA and SECURITAS, meaning the peaceful security of the Roman Empire.

VESTAL VIRGINS. Aquilia Severa was one of the six Vestal Virgins who carried out the maintenance of the sacred fire and other cult ceremonies connected to the goddess Vesta. Therefore her marriage with Elagabal leads to disturbances in the priestership and the people of Rome.

1. The bull resembles the coins of Thurioi. Octavian has had the nickname Thurinus, because his ancestors came from Thurioi.
2. Then it is a general allusion to Gaul, inspired by coins of Massala. Augustus was 16-13 in Gaul to reorganize it.

FORTVNA ANTIATIS, Fortuna of Antium, one of the most important places of Fortuna worshipping, as two goddesses, sisters, FORTVNA VICTRIX, more male, and FORTVNA FELIX, more female. Or as two aspects of only one goddess?
On the rev. the altar of FORTVNA REDVX, erected by the Senatus for the lucky return of Augustus 19BC with the 53 standards from the Parthians in Rome near the Porta Capuana.

The eagle standards were introduced by Marius similar to the Ptolemaic eagle to each of his legions. This issue celebrates the recovery of the 3 eagle-standards 20 BC by Augustus, which were lost by Crassus 53 BC at the battle of Carrhae against the Parthians. The 3 eagles thereafter were erected in the new temple of Mars Ultor on the Forum of Augustus. The day of recovery was determined public holiday.

The rev. is usually called Caracalla as Sol. But there are some oddities: The figure is not radiate but laureate, and a sword in a scubbard is hanging over the r. shoulder. That doesn't match the attributes of Sol. Curtis Clay: It is Caracalla as Alexander the Great! Probably it resembles the statue of Lysipp 'Alexander with spear'.

CHLAMYS, cloak, if the context suggest civilian rather than military use
PALUDAMENTUM, used to describe the cloak worn with a cuirass by emperors on late Roman coins. So the garment on the obv. is a paludament, that on the rev. a chlamys!

Jupiter Exsuperator was the highest god in Commodus' scala of gods. The beginning of a kind of henotheism (Chantraine,1975)

I think it is not a branch but only the typical long fingers of his r. hand. And RIC has misinterpreted flow lines as "radiated head".

This is the first Roman imperial coin showing Serapis in his standard position (There is a coin from Domitian with Serapis in a temple too).

The reverse type portrays the galley bearing Elagabalus and the sacred Stone of Emesa on the emperor's slow journey from Elagabalus' home in Emesa to Rome, undertaken 218-219 AD after the Syrian legions and Macrinus' deserting forces won the military victory that assured Elagabalus' place as Augustus.
On the ship the Holy Stone is not to see !(Curtis Clay)

With the thunderbolt Janus strongly resembles Jupiter. Cohen writes 'Janus or Jupiter'. Mattingly (BMCR): The 'Janus' with thunderbolt and sceptre is certainly a fanciful expression of the duality of the Empire. The imperial Jupiter is now 'biceps'. It was assuredly a fancy that pleased Geta more than his brother. Caracalla hated the idea of full equality of rule and was always insisting on his own seniority. In the long run he was unwilling to brook a colleague on any terms.

The first ISIS temple in Rome was built by Caracalla some years later in AD 217. The prow may be an allusion to the NAVIGIUM ISIDIS, a big ceremony on March 5. to celebrate the opening of the safe sailing season after the winter.

The title PARTHICUS MAXIMUS Severus got in January 198 after the 2nd Parthian War whose victory (Victoria Parthica) was celebrated in Rome on 28. Jan. AD 198.
RESTITVTOR VRBIS at Severus means putting things in the order in which he felt they ought to be, not just that in which they had been before. He was no conservative by nature (BMCR V, p.cxli)

The exact significance of the type is not known for certain, but it obviously commemorates an important event as attested by the fact that the type was used on Aurei, Sestertii and Asses as well as denarii. The general thought is that the type commemorates the building of or repair to an aquaduct, or perhaps to a possible remission of the taxes levied on the city of Carthage for its water supply.
