Pick: The inscription on the wreath is certainly to be understood as a congratulation or homage to the emperors; since the coin is struck under the governor Ovinius Tertullus, so perhaps the appointment of Caracalla as Augustus can be seen as the presumption. - The designation of emperors as kyrioi is not otherwise found on European coins, but it can be found on indeterminate coins from the time of M. Aurelius on coins of Kaisareia in Cappadocia and on Alexandrians of Gallienus.Jochen
