Issued on the occasion of the completion of the temple of Venus and Roma in AD 141. This was the largest temple in Rome dedicated to Venus Felix (Happy Venus) and Roma Aeterna (Eternal Rome). Actually it consists of two temples back under one roof. It was designed by Hadrian himself (who, by the way, executed his architect for critisising the project) and dedicated by him in AD 135, and completed by Antoninus Pius.

This coin is part of a rare and little understood issue thought to be from a provincial mint in Thrace, which copy contemporary Roman AE issues. These Thracian issues show unusually good style, rivaling that of the official Roman mint. The Thracian Ceres dupondius of Claudius is notable for having a 12 o'clock die axis, and centration dimples which immediately show it cannot be a product of the official Roman mint. The style is typically good enough though that these issues are often mis-attributed as normal Roman issues, as was the case with my coin.
This thread from 2009 has served as the best reference for these Thracian AE coins of Claudius that I have been able to find:

I love this issue for several reasons. First, this little coin represents the only depiction of a rhinoceros in all of Roman numismatics. This fact just intrigues me, it seems so odd that it is such a unique one off appearance. I enjoy the fact that the depiction shows two horns, confirming that it is an African Rhinoceros. This coin led me on a little journey in trying to understand why this animal was depicted, why only once, and why at that particular time. It turns out that this coin was struck to depict a specific rhinoceros, displayed in fights in the Colosseum for the first time.
Martial describes the games in which this took place in his Liber De Spectaculis. The great T.V. Buttrey wrote a fantastic article on this in which he shows that this little coin points to a different date for these games. I dare you to read this article and not want to get one of these coins!

The obverse of this coin likely depicts Germanicus' military triumph, an event that must have made quite an impression on young Caligula. The reverse depicts Germanicus (or a statue dedicated to him) walking left, bearing one of two standards that he recovered from Germanic tribes which were taken from General Varus in 9 A.D.
